Removing run time and build time constraints unnecessary since buster
Assuming changelog does not need to be updated, since changelog entries are usually updated in separate commits. Specify --update-changelog to override.
Scrub obsolete settings.

* Build-Depends: Drop versioned constraint on default-jdk (>= 2:1.8).
