Scrub obsolete settings.

* Build-Depends-Indep: Drop versioned constraint on dictionaries-common-dev (>= 1.11.2).
* aspell-fa: Drop versioned constraint on aspell (>= 0.60.4) in Depends.
* aspell-fa: Drop versioned constraint on dictionaries-common (>= 0.70.0) in Depends.
