1. Have a look to the REQUIREMENTS section in the README file.
2. Copy the metche executable to /usr/local/sbin/
3. As root, mkdir /var/lib/metche
4. Copy the manpage (metche.8) to /usr/local/man/man8/
5. Read the README file and the manpage
