* Upstream source is named pyBigWig, so we need to rename it to
  pybigwig to comply with Debian policy.

* Upstream has libBigWig also available as a separate repository,
  https://github.com/dpryan79/libBigWig
  but imports some version of that repository into pyBigWig. The
  version in pyBigWig uses Python's setup.py to compile the C source.

* I followed the Debian Python Module Team's recommendations for packaging
  see https://wiki.debian.org/Python/GitPackaging if you're unfamiliar with
  their guidelines.
