Note that this is is a *partial* repackaging of elements of the SeeTeX
package by Chris Torek; the full package is in CTAN:drivers. Here we
just want dviconcat and dviselect, plus Angus Duggan's dvibook and
dvitodvi.

Chris Torek assigned his copyright to the UMD CS department.  They
approved using the X11 license in February 2012, per geoffr (Geoffrey
Ransom), and others.  Best to use staff at cs dot umd dot edu if further
discussion is needed with them.  Duggan previously gave permission to
use this license (on 22 Dec 2011).
